The organizing authority is Burgenländischer Yacht – Club (BYC), on behalf of the International Tornado Class Association under the authority of the Austrian Sailing Federation (OeSV) together with ISAF and EUROSAF.
1. Rules
1.1. The regatta will be governed by the Rules as defined in the 2009-2012 ISAF Racing Rules of Sailing.
1.2. No national authority prescriptions will apply.
1.3. The ITA Class Rules “Appendix C – International Events” will apply
1.4. No Racing Rule change requiring advance preparation will apply. Racing Rule changes will appear in the sailing instructions.
1.5. If there is a conflict between the Sailing Instructions and the Notice of Race, the Sailing Instructions shall prevail.
1.6. If there is a conflict between ITA Class Rules “Appendix C – International Events” and this document the Notice of Race shall prevail.
1.7. If there is a conflict between languages the English text will take precedence.
2. Advertising
2.1. Advertising will be free in accordance with class rules and ISAF Regulation 20.
2.2. Competitors may be required to carry advertising chosen and supplied by the organizing authority.
3. Eligibility
3.1. All competitors shall meet the requirements of ISAF Regulation 19.
3.2. All competitors shall be members of the ITA, and their current year membership fees shall have been fully paid and verified.
4. Entry
4.1. The regatta is open to eligible boats of the Tornado class
4.2. Eligible boats may enter by completing the Official Entry Form published on the internet Website www.tornadoeuropeans2010.com and submitting it to BYC
4.3. An eligible boat’s completed Entry Form and Entry Fee shall be received by the Organizing Authority no later than 15th May 2010.
4.4. If fever than 20 boats are entered by 15th May 2010, the championship will be cancelled and received entry fees will be refunded.
5. Fees
5.1. The Entry Fee is EUR 200.00 for entry forms received until 15th May 2010 and EUR 300.00 for entries received after 15th May 2010. These entry fees include all collective services provided for the organisation, such as social events, car park, boat park, toilets and showers.
5.2. Entry fees shall be paid at the same time the request for entry is sent. The entry fees shall be sent by bank transfer whose costs must be paid by the ordinant.

5.4. The Entry Fee includes a Class Fee at ITA Championships (EUR 50.00).
5.5. Entry Fees will only be refunded if the entry is rejected.
6. Schedule
6.1. Registration: Each competitor shall confirm his/her entry at the Race Office. Registration will be conducted at Burgenländischer Yacht – Club between 15:00 to 21:00 on 2nd June 2010 and 09:00 to 13:00 on 3rd June 2010.
6.2. Equipment Inspection: between 15:00 to 21:00 on 2nd June 2010 and 09:00 to 13:00 on 3rd June 2010.
6.3. Practice Race: there will be no practice race.
6.4. Racing: From 3rd June 2010 (Thursday) to 6th June 2010 (Sunday) 1st Warning Signal for the first race will be 6th June 2010 13:55. Not more than 4 races a day.
6.5. 10 races are scheduled for the regatta.
7. Equipment inspection
7.1. Equipment Inspection will be conducted as advised by the Executive Committee of the ITA. Details will be available at registration.
7.2. Each boat shall present a valid measurement certificate at equipment inspection.
7.3. Competitors may signup for an inspection time slot at the race office during registration.
8. Sailing Instructions
The Sailing Instructions will be available at registration.
9. Venue
9.1. Racing office will be in the area of Burgenländischer Yacht – Club, Ruster Bucht 130a, 7071 Rust, Austria
9.2. The boat park will be located at the “Ruster Strandbad”.
9.3. Boats shall be kept in their assigned places in the boat park.
9.4. Racing area will be the southern part of Lake Neusiedl. Distance between boat park and race area approximately 2 – 4 nautical miles.
10. Wind Limit
No race shall be started if the wind is less than 6 knots or more than 20 knots at any time between the warning signal and the starting signal.
11. Course
The Championship Course, as shown in class rules Appendix C, will be used.
12. Penalty System
12.1. Rules 44.1. and 44.2. will be changed so that only one turn, including one tack and one gybe is required.
12.2. Racing Rule 44.3. will not apply.
12.3. Decisions of the international jury will be final as provided in rule 71.4.
13. Scoring
13.1. The Low Point System of Appendix A will apply.
13.2. 5 races must be completed to constitute a series.
13.3. When 5 or more races have been completed, a boat’s worst score will be excluded from her series score.
13.4. Open European Championship: There will be only one final official ranking list for the Open European championship. The final official ranking list of the European Championship will be deducted from the final ranking list of the Open European Championship by deleting the crews who are not originating from a European nation.
13.5. Open Austrian Championship: There will be only one final official ranking list for the Open Austrian championship. The winner of the series will be declared “Austrian Champion 2010”. If the winners are not Austrian citizens, the winner be declared “International Champion of Austria 2010” and the best ranked Austrian team in the final results will be declared “Austrian Champion 2010”.
14. Support Boats
14.1. Team leaders, coaches and support personnel shall register at the Race Office before the first racing day.
14.2. As the Lake is a World Heritage Site, the general use of combustion-driven boats is restricted, but a small number of combined coach boats will be permitted.
14.3. To register coach boats the Official Entry Form published on the internet Website www.tornadoeuropeans2010.com must be completed and submitted to BYC before 1st June 2010.
15. Radio Communication
Except in an emergency, a boat shall neither make radio transmissions while racing, nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
16. Prizes
Prizes will be given as follows:
For the Open European Championship: Prizes will be awarded to the first 5 crews of the Open European Championship. The first crew of the final official ranking list of the European Championship will be declared: “Tornado Class European Champion”. Medals will be awarded to the first, second and third crew of the European championship. There will also be prizes to the top placed mixed team and youth team.
For the Open Austrian Championship: The winner will receive the 2010 Championship Trophy. The three best ranked Austrian crews will received medals.
17. Disclaimer of Liability
Competitors will sail at their own risk, See rule 4, Decision to race, The organizing authority, ITA and all parties involved in the regatta organization will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.
18. Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1,000,000 € per event or the equivalent.
